OT - The hiring of Hackett at Denver question

Can someone explain the hiring of Hackett considering Lafleur was the guy calling plays in GB while he served as OC?

Are the broncos that fvckin dumb or was he considered a solid candidate? Looking at how bad Denver looked while he was head coach or can Wilson really just be that bad.
