Why haven't we offered Baccus

U have a kid from Oklahoma, that admitted that an offer from OU would be special. He goes to a JUCO a couple hours away from campus. Plays a position of need, has the ability to come in and compete right away for a starting spot. Is rated as a 4* LB, and is being actively recruited by LSU and other SEC teams... So what am I missing? Why haven't we offered yet? And please tell me we're not on the wait and see approach, wait on other recruits to go elsewhere and then offer him...
