Trying to get on the list for bowl game tickets

Forgive my stupidity. I'm not a season ticket holder but I want to get on the lotto for the bowl game tickets. Does anyone know when sign-up starts for non-season ticket holders???

I am sure it is through soonersports.com but I couldn't find a link this morning.
