I can confirm that Oklahoma has offered Plano, Texas running Brandon Stephens, who recently committed to Stanford.
As far as what it means...I'm not sure but am trying to get you all some more solid answers. Honestly I'm guessing it has little to do with Whaley other than a back-up plan that they can pursue. To me it's somewhat perfect, Stephens is committed elsewhere so he isn't going to push them anymore than they will push him.
But again, that's PURELY my speculation.
