There's underachieving and then there's UNDERACHIEVING. Ohio State had only 5 picks, which tells me they had a young team and will roll some people next year.
One can argue that the draft doesn't reflect overall team quality, although Florida State had 11 picks, including several first-rounders. I'm trying to recall our record the year we had 3 of the first 4 or 5 picks, with 4 overall in the first round.
