I've been thinking and wondering about why OU's recruiting seems to have tailed off a bit in recent years (at least as far as Rivals recruiting rankings and recruiting in Texas are concerned), so I decided to go back and look at the number of Rivals100 recruits from OK and TX since 2002 and where they ended up.
The numbers below show by year the # of Rivals100 recruits in OK (and # that were 5 stars and committed to OU) and TX (and # that were 5 stars, on defense and committed to UT, A&M, OU, all TX and OK schools (I probably should have included LSU) and schools outside of TX and OK. I think you will see some interesting trends.
Year OK 5 stars OU TX 5 stars Defense UT A&M OU OK and TX Other
2002 3 1 1 14 5 5 7 1 2 10 4

Note:
-- OK spit out an avg of 2 Rivals100 members per year from 2002-2009, but only has 1 since 2009. OU has always landed most of them.
-- TX averaged 14 rivals100 members and 4 5 stars per year from 2002-2008, but that has dropped to 12 and 2 since then. who knows if that is because the talent in TX has dropped or if the rest of the country has just improved more.
-- The ratio of offensive to defensive talent among the TX R100 members has not materially changed (as I suspected it might have).
-- With the exception of a few years (06, 07, 10), UT has not had the stranglehold on TX R100 members as I would have thought, but their recruiting of elite TX talent has dropped drastically since 2012.
-- A&M has not recruited TX R100 members as well as I thought (never more than 1/4).
-- OU signed an avg of 3 TX R100 members from 2002-2011, but we have only signed 1 since 2011 (not counting current 2017 commitment Kendall).
-- Non-TX and OK schools signed an avg of 2-3 TX R100 members from 2002-2012. Since then, the avg has climbed to 5-6. If I counted LSU as a regional school, those #s may not be quite as drastic.
Rhett Bomar was dismissed from OU prior to 2006 season.
CU and NU left Big XII in 2011.
Mizzou and A&M left in 2012.
Johnny Manziel had his breakout season in 2012.
Mack Brown resigned after 2013 season.
