What exactly is "sign and place", as has been discussed with Tramonda Moore? Would it count against the scholly total? Is there an obligation created, or is it more to give the player confidence that you really want them when they've become eligible after Juco? Basically, is there a difference between that and telling the player, "We'll sign you if you're eligible, and if not, we'd still take you after Juco if you still want to come to OU?"
