SIAP: Lack of holding penalties called vs Uterus and OU

I'm not much into conspiracies, but I thought I heard on REF w/ Teddy that there was only one holding penalty called on OLs vs OU pass rushers and only two vs UT pass rushers the ENTIRE season. If true, what kind of conclusion can someone draw other than the fix was in?
