Roster limits.

I am sure that I am not the only one who hasn't kept up with this. I know about the roster size limit and schollys being at 85 and 105. Can someone explain what the reason is for the reduced number of overall players? Is this to make the playing field more even for schools who cannot afford to carry 30 and more walk on's or some other reason?
