Rivals Player Ratings vs. Rankings?

CeeDee Lamb now is a 6.0 but still ranked behind players in the Rivals 100 that are 5.9.

Is this normal or does it reflect a timelag?

Seems like CeeDee getting a 6 means he'll end up close to Top 50.
