Before I say this I will caveat with I wanted OU to go to the Pac 12 and still do. I don't believe the Big 12 is viable long term and don't believe there is a good way to fix it. I am also not talking about playoff impact.
Having said all that there should be no excuse made or reasons why we can't recruit players to OU because the SEC or some other conference is stronger or players want to play in the SEC and don't want to play in the Big 12.
Clemson and FSU are having no trouble recruiting great players in the south when the ACC is far worse than the Big 12 over time by any measure, whether its non conference wins, bowl record etc. FSU and Clemson compete with every SEC team and others for the best players in the South and win many of those battles.
Same with USC when the Pac 10/12 sucked for many years and they were dominating the league.
From 1968 to 1980 Ohio State or Michigan won or shared every Big 10 title ( except 1). That league was putrid but they had no trouble getting great players.
Even the Big 8 after about 1975 when Colorado, Kansas and Mizzou dipped. It was not a great league but OU and Neb had no trouble getting great players.
The net is we should not be accepting that because the Big 12 is not as strong as the SEC we can't get great players, especially from Texas. Other schools get through that. Its a crutch that is BS. If we can't sell around that its just that we are not getting the job done that should get done.
