New NCAA football rules...

On kickoffs, fair catches can be called by the receiving team anywhere inside the 25 yard line and be called a touchback...and brought out to the 25 yard line.
Obviously a rule to protect the players from injuries as the game gets more and more dangerous.

So if a f/c is called on a kick near the sideline and it ends up going o/b will it be a 'judgement call' by the stripes to place the ball at the 25 or 30 ?
I have read that the kicking team will get a 5 yard penalty and have to re-kick if the ball is kicked out of bounds. That rule remains.
