I read on this board once years ago something that stuck with me. In regards to overall job performance a business should turn over its bottom 3rd of employees yearly and your work force performance will be better overall than others. Odds are in the yearly turnover you will find workers that are in the upper tier and eventually the stable of employees is top notch. If things do not change by this time next year, bob needs to do more firing and hiring,
