The way I understand it, a PWO is invited and assured of being part of the team whereas a "true" walk on has to make the team.
Considering Baker had just won the offensive freshman of the year in the Big 12 at Texas Tech I would think Baker got a scholarship when it was available.Yep, just as Baker was. Lol. Well, come to think of it, I’m not sure Baker was a PWO simply based on Bob’s story about Baker introducing himself.

Actually, Baker wasn’t on scholarship at OU until his first fall season (the year he was sitting out running the scout team). 2014!! Even though he participated in the previous Spring game. And only because the NCAA granted OU permission to exceed the 85 scholarship rule by one (for Baker). It was some special ruling because of his non-scholarship year at Texas Tech. It was a big deal. Still not sure if he was ever a preferred walk on when he first got to OU.
