I was listening to the Matt Rhule Show, Baylor's coaching show and he mentioned a big drawback to the new rule.
I'd heard about part I. You can fair catch a kickoff inside the 25 yard line, starting this season, and it will be treated like a touchback. You'll start the drive on the 25. BUT Coach Rhule said that if you drop the kick, then you get the ball where you drop it. So if the opponent kicks it high and short of the goal line, and your returner fair catches the ball on the two, and he catches it, you get the ball on the 25. But if it goes to say the two yard line, and you drop it, you start the drive on the two.
Better have sure-handed guys back there.
